A JUVENILE & FLPD OFCS COMMENDED FOR SAVING FLPD OFC LIFE


YouTube caption: On September 10, 2014, Fort Lauderdale Police Officer Franklin Foulks was processing a juvenile defendant at the Fort Lauderdale Police Department Booking Facility when he suddenly collapsed. That defendant, Jamal Rutledge, immediately began to kick the security fence and yell to alert officers in the area.

Sergeant Todd Bunin was walking near the booking area, heard Rutledge and noticed Officer Foulks was semiconscious lying on the ground. Sergeant Bunin observed Officer Foulks clenching his chest in distress and notified police dispatch to send Fort Lauderdale Fire Rescue.

Realizing the severity of the situation, Sergeant Bunin quickly removed Officer Foulks’ police gear and cut off his shirt. Officers Robert Norvis and Raymond Ketchmark overheard Sergeant Bunin’s radio transmissions and immediately responded to assist. Officer Norvis began administering CPR to Officer Foulks, while Officer Ketchmark acquired a nearby Automated External Defibrillator (AED) to electronically stimulate Officer Foulks’ heart.

Officer Ketchmark made direct radio contact with fire rescue and provided updates to responding rescue units. Fire rescue personnel arrived on scene, assessed Officer Foulks’ condition and transported him to Broward Health Medical Center.

Broward Health Medical Staff noted that Rutledge’s actions and the quick response of these officers were largely responsible for Officer Foulks surviving this medical episode.

These award recipients will be publicly recognized at the next City of Fort Lauderdale Commission Meeting on Wednesday, January 21st at 6:00 P.M. Commission meetings are held in the Commission Chambers on the first floor of City Hall located at 100 North Andrews Avenue.
